All My PlayHome apps feature "Partner Play" which allows two people to play together on two iPads/iPhones. Each device must be in the same room. Partner Play does not work over the internet.
Is it safe?
Is it safe? Yes. It does not connect over the internet so the players must both be sitting near each other for it to work.
